To allow just one group of people from the US to go to Cuba does not seem at all american...is there a precident for this?

...hopefully it's just a first step that will open the waters!

From what I am reading, the country is going to be opened up to all those who want to go. I was reading today, that the travel ban was being lifted. I have not seen any offical government report on that.

There have been some groups of people who have been allowed to go to Cuba all along--such as journalists.

There is an article about cruising to cuba in the current edition of the sailing rag "Southwinds"--part two next month--maybe by then, the waters will be clear!
